GHex 3.0.0

This is the first stable GHex release with GTK+ 3 support. Compared to the
previous 2.90.2 development snapshot, this release adds translation updates
and has no code changes.

 - Japanese (Takeshi AIHANA)
 - Latvian (Rudolfs Mazurs)
 - Spanish (Daniel Mustieles)
