  "abstract": "This document aims to present a set of SIP user requirements that\r\nsupport communications for deaf, hard of hearing and speech-impaired\r\nindividuals. These user requirements address the current difficulties\r\nof deaf, hard of hearing and speech-impaired individuals in using\r\ncommunications facilities, while acknowledging the multi-functional\r\npotential of SIP-based communications.\r\nA number of issues related to these user requirements are further\r\nraised in this document.\r\nAlso included are some real world scenarios and some technical\r\nrequirements to show the robustness of these requirements on a\r\nconcept-level.",
