  "abstract": "Currently BGP-4 requires that when a BGP speaker receives an OPEN\r\nmessage with one or more unrecognized Optional Parameters, the\r\nspeaker must terminate BGP peering. This complicates introduction of\r\nnew capabilities in BGP.\r\nThis document defines new Optional Parameter, called Capabilities,\r\nthat is expected to facilitate introduction of new capabilities in\r\nBGP by providing graceful capability advertisement without requiring\r\nthat BGP peering be terminated.\r\nThis document obsoletes RFC2842.",
